Genshin is Hoyo's lowest effort game ever. 2 out of 8 patches per year have worthwhile content and the rest is pointless filler. Yet people spend their life savings on banners so why should Hoyo bother making putting resources into making skins etc when it doesn't matter? Genshin is their cash cow and their budget goes to Star Rail and soon ZZZ.

The Noelle and Lumine ones fit with what I always ask for on the surveys. If Hoyoverse added a free outfit for the travelers for the regions all they'd have to do to balance it is make it part of the final rewards for completing an archon quest
lore wise, I can understand why they wouldn't wear different outfits since what they're wearing is their battle gear and they need to be constantly read for combat. But, I do wish we had region specific outfits that tailor parts of their already made outfits into them. Like Aether's boots, gloves, and armor peaking out from underneath his clothing. For example, where you see in some movies or games of someone wearing a suit, but have body armor peaking under the vest/jacket. Having Aether in a yukata with all or most of his gear underneath wouldn't actually look that bad. Or have Lumine in a kimono, where it still uses all of her accessories but changes her main outfit.
The day Noelle becomes oficially a true Knight of Favonius, I believe every single one in genshin community will be celebrating. I hope that day comes, she deserves it and much more.
Hope Noelle will be promoted into proper Knight in the story Then she get that kind of Knight outfit but she will still prefer to wear that Knight Maid outfit so it won't affect gameplay or mechanic much
