Suree! So first dowload the picture you like then go to roblox. Press the create then go to dashboard and click Development Items then you'll see decals, press it and there you can now upload the picture you like ^^

And if you want to put it in your royale high journal, you need to press the decal you created then you will see 11 random numbers on the top, you will see it in the search bar. Then copy it and now you can put it in your royale high journal :>
Btw you will need to do this in chrome
