You can swim anywhere there's water. Fontaine just has a special stamina bar and diving mechanic that prevents you from dying due to drowning (since due to lore reasons, you can't drown within the Great Terrestrial Lake waters).
Technically, you can swim anywhere but it's in Fontaine is where you won't drown when you run out of stamina. Furina is one of the most popular characters in the game. She's my best healer

Furina is my girl 🥺 I love the different film styles and music used, her directing everyone, and all the characters participating & brawling in the last scene 😂 The cool thing about Genshin's open world is only the Archon & (some) Story Quests are required to be played in order so you can explore the whole map (except Inazuma). Sometimes you'll pull a character that needs material in other nations you just need to make sure you're strong enough for the enemies!

Virtually every part of Furina's demo trailer is running at least two sets of simultaneous commentary underlying what you're seeing, and about different topics than what's ostensibly shown. It's reflections in reflections... which is exactly what we've come to expect of the Hydro element's preoccupation with matters of truth and revelation. We also get a wonderful showcase of traditional Western stage combat techniques and canned bits to go along with the abridged primer to the Chinese version glimpsed in Yun Jin's trailer. (Traditional Chinese stage combat has an entirely different heritage and comes at the problem from another direction; Yun Jin saying she took real combat training partly to improve her opera performance is surprisingly valid.) My own experience with these was atypical because my main feeling was extreme catharsis: watching these marked the point I was at last positive my pre-Fontaine analysis of the Hydro Archon's perspective five centuries ago on the likely future problems of Fontaine and the general direction her response would have to take was entirely correct. (She ultimately took a more conservative approach than I would have picked had my impression of the risk factors in a plan that a god could reasonably manage been correct, and this was obvious within five minutes of crossing the border into Fontaine. Thus I was increasingly uncomfortable from that point on until these trailers dropped - followed by all the tension.)
since the release of fontaine and so on, the dev give unlocked teleport near the region so newer player can also feel the vibe of the new nation but still need finish the act prologue of mondstat and certain adventure rank level. for fontaine if i remeber u need adventure rank lv16 and natlan lv24 . and only inazuma that need through the main story to get there. and u can get basic information about the archons in the mondstat story at the end.
It's not that you can't swim in other regions besides Fontaine. It's just that you'll only swim on the surface of the water and can't dive underwater. Only Fontaine water bodies let you dive.
I enjoyed Furina enough before I knew her story, but I didn't like her, if that makes sense. Fun to have in a scene, but not someone I'd have wanted to interact with for an extended period. It's crazy what good writing can do to your opinion on a character.
Furina. Is. Everything. She has such a flamboyant outer personality, and like you said she has a burden as well. Raiden has been one of my top faves, but Furina has risen above Raiden for me personally. It'll be a while until you get to Fontaine, but I'll be excited to see you play through the story! In the meantime I'll be enjoying 5.1 tomorrow :D
How much does your Furina heal? I mostly use mine for damage but when emergency heals are needed she heals like 5k per tick. (First time I'm hearing anyone call her a terrible healer.)
Humble suggestion: Pls modify your comment. Let him form his own opinions first while playing the archon quest. Otherwise he'll go in with prior expectations which spoil a fresh experience for both him and you, the viewer 👍

Ngl I think furinas story quest was bad for her character, but the archon quest does amazing work of her character and story

You also can’t use your standard attacks underwater, there’s special movesets you get from absorbing water spirit things

They added waypoints for new players to teleport to Fontaine and Natlan after Mondstadt
As tempting as that is I think I'll take my time going through in release order so I get as much of the authentic experience as I can.

Furina is overhyped, and she's a terrible healer and dps. just my opinion and experiences.

Skill issue. She's neither dps nor dedicated healer, she's a support and sub dps. Also, her healing is great

Nahida is the worst archon, the only ones who actually did their job are anemo and geo archons (that's why you don't let females rule a country)
