Voice challenge, less than lethal, given time and distance, lethal until no longer a threat. P O 1 shot the perp in the guts and not the 10 ring. Make the hits count. I always ran drills that convinced trainees just how dangerous knives are. Long sleeve t shirts and markers suffice. People generally believe the knife is less of a threat than a gun.
As a civilian, you would not have any video for your defense. You'd just have a shot guy and maybe some witnesses that don't know what they saw. In hindsight, it seems the guy could have been tazed very early in the situation.
Edged weapons? Any aggressive movement closing distance becomes use of force justification in my opinion. Yes. I am an "expert". Tough situation. Every case is different for ALL the reasons you mention. Good cops with few adrenaline charged bad performance and poor decisions. Your analysis is top notch. 👍
My only comment is that man should have never been able to leave that first parking area, period. As you said, he was only warned to drop the knife but should have been also told that any more steps the officers would shot. That warning was never made, I believe. If I was forced into that same situation, where I had no egress, two steps to me, BANG!
Pepper Spray is a gimmick more than a tool. Pepper Spray does not incapacitate. In fact in this situation it would only make the assailant more deadly, as he would be flailing the knife around blindly, making his actions more unpredictable and dangerous. Weapons in general, and non-leathal weapons especially, in the hands of untrained people are more a danger to the people using them than the attacker they hope to stop. In fact Pepper Spray should not even be considered as any kind of viable weapon in my opinion. A simple change in the wind can turn it back into your face. This is not something I would want to trust my life to.

However, pepper spray will work in some situations depending on the type of assault that is taking place, but not when the attacker is armed with a weapon. There are some folks that pepper spray does not work, and some that does.

Pepper spray does not have the same effect on everyone. Pepper spray works on some folks and does not on other folks.
