Yes! I love Shoshone for early game - being able to guarantee a population and a culture ruin is pretty huge Not only that but ensuring you get all of yout good tiles straight away makes for a really fast start. You certainly make up for the extra time you have to spend building pathfinders!

I would not settle that capital coastal. Your luxuries are inland, and there's not a single sea resource in sight. After moving your warrior turn zero you can see a great settle spot on the hill river tile next to marble (yes 2 turn move) or slightly less good on top of the marble with one turn move. Either spot is far superior to flatland coastal with no coastal resources. I prefer hill for production bonus, petra potential in cap, and magnificent tiles (2 gold, oasis, 2 floodplains wheat, cattle, 2 sheep, and a ton of civil service tiles)

Cargo ships trade routes are insane for food and gold.
