In case anyone is interested and comes across something like this, someone needs to call the phone number on the crossing gate post (usually a blue sign with white lettering), which probably goes to the railroad's central police dispatch center. There is a code number for the crossing below that phone number. You give the person who answers the phone the number of the crossing, the location of the crossing if you know it, and tell them there is a "False Activation" of the gates and lights at the crossing. They will know what to do from there. If only the lights or the gates are malfunctioning, or only one side of the crossing is malfunctioning, the problem is a "Partial False Activation". If the gates and lights do not activate when a train approaches, that is an "Activation Failure". This terminology is straight from the CSX rule book, but probably about the same for most other railroads.
Interestingly most crossings in the country where I live have phones at the crossing, one on each side of the tracks, and it is far more common for the crossing to go into a fail safe condition than for it to fail with the lights off (although usually the crossing automatically de-activates after a few minutes when there has been either a false activation or a de-activation failure, crossings where I live do not use track circuits to detect trains)
Notice this has no phone number nor a milepost so they might as well call the police and see if they'll call the company that owns that stretch of track.
You can call but they aren't gonna send anyone out until the next day. They could careless as long as it's not affecting their trains. I know this from personal experience when a RR crossing got stuck down and was told off if it wasn't an emergency not to call. I told them it would become an emergency if a fire truck or ambulance had to cross (next crossing was more than several miles) and the lady sounded like she could careless.

i have seen people get in trouble for doing that. its best to report that crossing to the police as well as to the rail road company. Because if their was really a train coming at the time you were letting people go and the train hit them you could be liable and sued. So either way its best to let the police and the profeshionals handle it.

For some reason, a gate comes up and it closes as the vehicles pass by. a random black car in 0:31 pass by that made me laugh. But a guy from 0:52 does block the car on top of it and was carrying the trailer. At 1:12 a gate barrier across the road unfortunely does not have strength to lift the barrier although it was funny, the truck went full throttle and was convincely stop at a time. And the cops got involved, one with the segway. Can't believe its an interesting night at that street.
