@@BLACKSTA361 it's not. Spray-painting public transport is vandalism, please learn the difference.
An artist is peaceful and wants to contribute; a vandal is agressive (graffiti gangs are often armed and cause many agressions against staff and passengers) and only wants to destroy.
By tolerating graffiti vandalism you become part of the problem, a problem that costs a lot of public money to fix.
