They want IELTS as a requirement for University admission. I'm hopeless now, i should set for IELTS earlier.

This fellowship does not need IELTS or other English language requirements but highly competitive. I know PhD students without IELTS this year's Sep.2024 intake

Yes, there is an application fee, which I also mentioned. I believe there are different payment methods. You may need to visit international banks in Ethiopia, or if you know someone who holds an international visa (especially business people living in Ethiopia), you could use that. Additionally, consider finding someone who lives outside of Ethiopia; many of us have gone through this process. It seems difficult, but it’s really not.
