I think the restriction is to ensure that you don't get one truck unsuccessfully trying to overtake another, and thus having both lanes blocked to other vehicles by 2 trucks both doing 30mph or maybe less. High powered trucks with light loads no problem, but two fully laden trucks? You get this on relatively flat sections of dual carriageway that can take a mile or more to find a winner!
You’ve got to ensure that car drivers understand the signs & aren’t put off overtaking It will possibly be permanent when the dual carriageway way works are completed but maybe not between 8pm & 6am
@@stephenbagwell8275 I did see this as a permanent installation on a section of the A42 north of the M42, perhaps to discourage HGVs overtaking and allow the right lane to be clear.
In Germany, there are loads of similar dual carriage ways with HGV prohibition in lane 2 to ease traffic flow for cars. But they are usually well signposted and only valid for limited times and distances and reasonable well signed distances ( day time/ peak time and usually just the steep bit for few miles). So, much easier to plan your overtake with.
