The second member might have blocked users from adding him or her to group (it's a setting in telegram). So, that's over what the app can correct. So, only those who have an open account can be added easily by the app.

Do u have to be admin in the the group with the contacts u want to add? Or u can just go to any group and steal their members?

The app is no more working well for Nigeria oga
It worked for me oga and it worked for others I know. Follow promptly or try another app then.
