As someone else pointed out, his W didnt always regen to this extent. Prior it would still regen you hp the more enemies hit by your W but the healing was only a fraction of what it is now. Also you were against a shen. If it was against basically any other champ the lane wouldn't appear to be this easy. Vlad is definitely a braindead champ but he isn't op and it becomes apparent when you play against actual top laners
the issue here is its almost impossible to punish vlad early game and you will get outscaled later. doesnt matter if vlad wins lane or not you have to do something or he outscales

bro its easy to get that much hp. he built riftamker and cosmic drive which gives him 700hp. he had tank runes grasp and probably overgrowth + 2 hp scaling shards that give 360 hp. and the most important thing is the vladimirs passive that gives 1.6 hp for every AP point.
