Animating skeletons can be simply dubious rather than purely bad if it's 100% animated by magic and has nothing to do with and no effect on the soul of the previous owner of those forgotten bones, for instance. Like, sort of how there's organ donor registration in real life, you could have registration for bone donation for the creation of animated skeletons and certain kinds of golems if it didn't affect the person at all. Once they're properly put to rest and experience their rites, then their old bones get put to work doing simple manual labor, or helping to protect the still-living. If you want to have necromancy be more normalized as a part of the setting, perhaps you could have the spell which lets you speak to the dead not call and temporarily bind their soul, but simply channel through their old body as a signal booster to let you talk to them in their afterlife. Another interpretation of necromancy is that it is, at its core, life magic. Perhaps the average necromancer in your world could basically just be a specialized magic doctor, offering the most potent sorcery-based healing around, better even than most divine healing. And it's only outlaws which are the typical depiction of a necromancer, getting into more of the dirty deeds done for selfish purposes heedless of consequences. Any rogue mage is a huge threat, but especially in a world where it doesn't _have_ to be evil a rogue necromancer would then be considered even more hateful and insidious than in a typical setting.
Reminds me of a DND story involving a neutral necromancer, named Astoshan. One thing he did before a battle in a city where a bunch of the guards were likely to die. He went around and asked them if they would be willing to allow him to revive them as undead so they could continue to fight for their families after they died. Which in doing so, made them not mindless undead, but intelligent and basically having the same skills they already did. (As far as I know)

Heck even without those enhancements they go against demons, where space marines even sometimes struggle. And then there is the one and only saint Celestine. Saint Celestine comes when there is no hope and chaos about to destroy everything. To be giving a new body, she has to crawl over every dead body she left behind, just to spawn directly on the battlefield and cut down demons. When she dies, she will add another body, making the pile even bigger.

If I know correctly, the trope of Necromancy being bad and evil came from DnD where you have magic to bring back people from the dead but Necromancy disrupts that and makes it impossible. You are taking energy from the Negative Energy plane and binding it with corpses, taking the place where the soul once was. Higher tier undead were pure evil and couldn't be reasoned with. Plus in earlier editions the undead were a force to be reckoned with that can easily cause villages or towns or even kingdoms to fall. So Necromancy was evil.

If I know correctly, the trope of Necromancy being bad and evil came from DnD where you have magic to bring back people from the dead but Necromancy disrupts that and makes it impossible. You are taking energy from the Negative Energy plane and binding it with corpses, taking the place where the soul once was. Higher tier undead were pure evil and couldn't be reasoned with. Plus in earlier editions the undead were a force to be reckoned with that can easily cause villages or towns or even kingdoms to fall. So Necromancy was evil.
