I believe it was because the powerplay was winding down and the refs figured Kane was the more of the instigator. If they called offsetting penalties for mixing it up, it gives an advantage to the penalized team by stopping play. You don’t want to reward this as a tactic for one side - especially in a close game. Often in those situations the players will just get back into the play, but in this case Kane was simply not going to let it go, and they had no choice but to call it at the end.
