Amanda, try using an "emollient moisturizer" for dry lips before applying makeup. Gently wipe it off with a tissue before applying your lip product, this will instantly remove any dead skin. Emollient moisturizers are really cheap and unsexy pharmacy products here in Sri Lanka, but they’re incredibly effective. In your country, they might be available over the counter. You can even use them as a face moisturizer too
