There's at least 10 bushes in the rose kingdom of 2nd sea and I usually just hop servers and check berry's there since I can't just eat a portal fruit over my dragon it only took me 4 hours to find all berry variants for black dragon
To get the recipes for the frostbite and emerald you need to go to the dragon hunter in the dojo, click on him and click gacha. You will need 15 blaze embers, 15 dino bones, and 1 FREAKING DRAGON EGG. After you give those to him he will give you a dragon skin.

ive gotten every berry from first sea because its easy there and it spawns mainly on *sky islands, jungle, midtown and pirate starter*
make sure to go to server and join the smallest one for the highest chance, the longest it took me to get a berry is about 5 minutes or more
