I have one but even though the clock ticks, the dial doesn't rotate...

If I put to 1 (so not Auto) and still configure the timer will it work ?

Does it take up electricity when off?

These timers run perpetually. They will always draw a tiny amount of power to keep the clock on time. There is also an on-board power reserve in case of an outage.
