Because it is likely Joe is nearly 200lbs of dead weight and solid muscle. Then factor in that a wheel chair can average between 19lbs and 60lbs (depending on what kind you have). Peter may be strong but it is highly unlikely he could not lift Joe and if it did so it would be very awkward. Also Peter doesn't likely have any stamina to do it for very long and would require his son's help to get him up. But either way Peter would be down for the count before he even makes it halfway up those huge stairs and I also believe Joe's son cannot enter anyway because I know that by this time he isn't old enough to even imbibe alcohol or even enter a brewery. Any place that brews alcohol requires people 21yrs of age or older to enter as far as I know. Back to my original point. Joe's son cannot enter due to age constraints, the Ninja guy isn't likely to help, both Peter and Brian don't have the strength to carry Joe up the stairs because both are in horrible physical shape and would be of no use after maybe halfway up the stairs at best.
