The combine appeared at every major city and military base on earth and no military on the planet would be able to mobilise any significant resistance at that time since they would be destroyed in minutes. Really most of the war would be people attempting to hide from the combine and attempts at peace negotiations. In fact, I doubt that there is a lot of sci fi universes that would win a fight against a combine invasion. It’s unfortunate we can’t see the invasion forces.

I still believe that the 40K universe would have a hell of a time with the combine. seeing how the combine integrates other organisms into its armies like the Vorts and humans, and optimising them to be as effective and cheap as possible, I don’t see how the combine couldn’t just capture a few orks, learn how they work and proceed to mass produce them along with anything else they encounter. I’ve looked a bit into 40K lore and it’s brutal place to be, but I could easily see the combine at least holding their ground if they were ever to come considering their dimentionfulls of resources at their disposal. Seeing how the combine seems to work, it wouldn’t be far fetched that the combine wouldn’t mind obliterating a planet unless it contained something valuable and that it could throw hundreds of billions of soldiers to destroy something, and if it isn’t worth it, just forget about it. Like I mentioned before, during the 7 Hour war, combine forces appeared in every major city and military base on earth in portal storms(which by themselves could wreak havoc in a city), and earth wouldn’t even be able to react before any semblance of resistance could be formed. If the combine employed the same tactics with the sudden surprise attack everywhere on a planet, an unprepared military may as well be no military at all. FTL is a big problem for the combine and is easily the main reason it might be unable to take control of the galaxy. Even then, as shown in half life, it didn’t take too long for teleport prototypes to be built. Therefore it would also not be too difficult for the combine to reverse engineer warp technology, and therefore whatever technology is used by said faction.
