Fiora's passive : Duelist's Dance
INNATE: Fiora identifies the Vitals of nearby visible enemy champions, marked as an arc around them in North-, East-, South- or Westward direction. Vitals take 1.75 seconds to become targetable and linger for 13.25 seconds afterwards while Fiora remains near the target, otherwise the Vital will disappear. After a Vital ends, Fiora identifies a new one on her target.
Fiora's damage against a Vital will trigger it to deal 3% (+ 4.5% per 100 bonus AD) of target's maximum health bonus true damage, heal Fiora for 35 − 100 (based on level) and grant her 20 / 30 / 40 / 50% (based on Grand Challenge's Rank) bonus movement speed that decays over 1.5 seconds.

I think what drut doesn’t understand about Fioras difficulty is she is hard at high elo, but is absolutely face roll in low elo. You can play fiora at 60% her full power (parrying well rarely, accidentally dodging abilities with q, using e mindlessly) and still carry gold or even play games. It’s only when you start to get really high where people hard abuse her and know their matchup where you actually need to play the champion well. I hate fiora as much as the next guy, but her kit and proper play style is not faceroll, emphasis on PROPER.

Imo, the way to balance this champion is to remove Q dmg to towers, make it so that E still works as an AA reset, but doesn't do extra dmg to towers and remove the stupid Auto Attack slow on W (that exists for no reason). Either these changes, or considerably reduce her passive true dmg and her ulti true dmg. You should have a champion that is either a super good duelist or a super good split pusher... not both.

Why would the attack speed slow not exist? Fiora is not supposed to be an anti-cc champion, brainlet. If the ability is worthless on people without hard cc then there's no reason for it to have such a large cooldown. Also you're removing the splitpushing ability of a champion that cannot teamfight?
