Submerge the hoses and see if that helps. There's not enough friction between the 2 airs. Drop them in the water and as long as you can push out the air from going inside, it should go somewhere.

@@Rein_Ciarfella or you just know that letting air flow through a hose into water can never act like a water jet. For a water jet, you need water. And because air is compressible and water isn't, it can not even remotely act like a water jet. Other people have already found out, no need to try it again.
Cut a small notch in the other side of the pipe it will let water into the mix and act like a water jet in a sense as it will push the water out the back with the air, I’ve done it before and it worked so I can at least put some truth behind it
The blowers don’t need to exhaust into the water, take the drain pipes off they’re slowing you down. Think air boat with a blower instead of a fan.
You shouldve tape another stick in the middle of the stick linking the blower hoses so you could adjust the trim.
