To get the felts installed (without removing the bushing) I used a length of tubing that fit over the control rod, and slightly larger tubing for over the smaller tubing. Put the felt on the smaller tube, lined it upto the control rod and pushed the felt up. Larger tubing inserted over the smaller tube to extract the small tube, left the felt in place.
