he's not exactly useless he works as he meant to be at c0, with c1; and of course, like any other dps, he will deal more damage with signature wep 👍 it's ver 4 kit's meta, forced "c1 kits" for something characters should already had in their c0 but devs decided to make their kit needing that one cons badly 😂
also you can get whoever character you want as f2p or any type of player you are. if you enjoy the gameplay/kit of a character, just get it, investing 1-2 into cons or signature wep pays off with good damage as well if you like the character already. sometimes, not always, two c0"r0" dps can do better but sometimes, one c1r1 can do something that 2 c0"r0" dps can't do on together. basically put, the damage you need to clear hardest contents currently in the game with one invested character (c1r1) can be higher than spreading the resources between two units (c0"r0") that struggling with clearing same content even together.
