"Defense Is Not Aggression, The one firing the First Shot in Another's Territory, without being invited, Is the Aggressor", would have been a proper response. Military Leaders are generally not Subservient to the Leaders of Any "Alien" Council, unless they are in That Chain of Command. Why would any Leader take their vessel, no matter how capable, into another Dominion to respond to a summons? That's what Diplomats exist for. A Successful Leader, accompanied by those in line to replace them, if they become a Casualty??
