You need Janitors to clean the containment and facilities and you need a lot of guards depending on the number of SCP and D-Class. You can make Chief go to the prison and ask for some prisoners that will stay in prison for life so they could use them as D-Class. Then you also need scientists that take in all the information and run the tests. You then need at least 2-3 people to go out and capture some SCP. You Need to have work zones too for example; Some people work on about 4 SCP and some other Workers work on other SCP, This also should go to all the other staff. The C.E.O. needs a Vice C.E.O. to help managing the place. There are quite a lot of things you need to do. You need to put up some advertisement on wanting help but not saying what the work is but for example you can say; Need Janitors, Volunteers (D-Class), Scientists, Guard and so on (Oh and don't forget the Cooks and Bakers for food!), its not very simple maybe you should do some research before starting to do something you don't know. You need proper containment for an SCP too. Thats everything I know when It comes to handling a whole facility.

These are my tips
Dark, go to the ruins of the old SCP foundation, and take the SCPs from there. I belive that you'll be able to find other resources as well as money🤑🤑 and supplies for the new facility. When it's time for you to get D-classes you should go to the prison and kidnap the prisoners🕴️ there. You can even go as far as telling them you want to help them escape and then take them to Chiefs basement 😈.
