If the ruling authority was selfish and cruel it wouldn't be making the qosh tepa canal and many other projects which will benefit the afghans. They wouldn't have caused deflation which they did. Afghanistan is far safer than any state in north India. If they were cruel they wouldn't be fighting isis and drug addictions which no one did before. If they were selfish there would be more corruption but the corruption level decreased upto huge extent. Ashraf literally ran away with all their money and lived in a palace while afghans died hungry
