The way the Phaun tower works is that say there was a heroic breed in the breeding island and you activate that tower you have a higher chance of being able to breed that heroic but only if you start a breed during the 2 hour activation time

It's pretty easy to get them when there are events and daily breeding exclusives on the breeding island. Especially heroics. Just max empower all your first four common dragons (fire, electric, nature and terra) and then you'll get them.
You get more islands as you buy them. I just bought the Desert Island, and it allowed me to see the Rainbow Island and start on the Speedy & Greedy. My guess is you start working on that tower once your high enough level and have bought the Rainbow Island
I have 3 towers complete, the Gold Boost, +1 Gem, and the Fast Food Production. But how did you get all those extra islands besides the ones that you start with?
I actually figured it out. I've been playing and got to level 36, and when I checked what I could get at the next level, I saw the Speedy and Greedy tower, so I assume you get the different towers and islands as you level up
