Spirytus in Poland is mainly used as base for other alcohols, there are recipes for basically any ingredient and in the end out of 0.5L of 95% spirytus you get something like 1.25L of 40% flavoured mix. I mostly have made coffee vodka out of it but in the dorm you could easily get citrus or gummi bear variant. Some people drink this alone but it's rare :P

It's 95% because it's physically impossible to distill further (unless you control the pressure of the distillation chamber I think but that's expensive). 100% ethanol is only used in labs because you have to keep it "dry", since water binds easily to ethanol.
its possible to distill it further tho, Spirytus Rektyfikowany (also polish product) has 96%. So Spirytus Lubelski which we see in this video is not even the strongest alkohol in Poland :D

it vaporizes too quickly to be an effective hand sanitizer at 95%, 95% is usually used for disinfecting items in a bath of it and such.
