Don't know how far you are in the game but the best place to farm them early on is the story mode. Once you're through that, you can win all tournaments in the Hero Stadium. The last tournament gives you guaranteed rare tickets.

I find Rares hard to get is there a specific farming method?

This game didn't get nearly as much DLC that was promised before release.
I wish it got bigger updates (More than just 17ish cards) or at least more frequent ones but it's a really fun game
