Vegeta was quite depleted after Android 19 grabbed him, 19 managed to steal a fair bit of Vegeta's energy. But Vegeta forcibly removed 19s hands and only chance of winning against him. Shows how intelligent Vegeta is.
I honestly prefer the Android saga segment of the Androids/Cell arc over the Cell saga portion. I just think the Android saga is awesome with some of the best writing.
Honestly I always sort of expect Vegeta's blast at the end there to have been to bait the android out on purpose so he could find him. Especially given that it's right after Piccolo hails him as a genius fighter. Vegeta trained in 450x Earth's gravity by himself. Goku was training and trying to get his driver's license. Gohan didn't even turn super Saiyan and Picollo said himself that he felt there was more he could have done to train.... Vegeta was definitely more powerful during that moment
