Ventura County Garbage Can Roll Out

  • Back in July 2023, Ventura County approved new solid waste haulers for the counties four new solid waste service areas. Three haulers submitted bids and two were chosen, Athens and EJ Harrison, with WM not being selected. EJ won the North, Central, and Southwest section while Athens won the Southeast section. Both haulers officially commenced service on January 1 2024, ending G.I.’s long run. The contracts mandated SB1383 compliant carts which meant a full replacement of every cart on route. Seen here are the rollout crews finishing up EJs section in Lynn Ranch, just outside of Thousand Oaks. After talking with them, they said it was their last day of the rollout and they only had around 900 carts left. After finishing up in Ventura, some were headed down to Oceanside to finish stickering cart lids, while others were headed back home to Texas after spending Christmas and New Years away from their family.
    I was not able to stick around for the roll in which happened the next day. According to Eli, the crews are taking the carts to Simi Valley Landfill for storage. I’m not too sure what WM will do with the carts, but if I were to guess, any cart that isn’t black bodied with a Waste Management or WM logo will be scrapped.

    Reminds me of filming the West Marin rollout back in 2021 with all of the EVRIIs, the International/Freightliner flatbeds and the enthusiastic crew banging the carts with their hammers. And to think I still need to put the rest of my footage from over 2 years ago into a mega compilation... glad you could capture this one!

    Damn just realized they are slapping stickers on the bins…new bins and all but that alone makes them out of compliance with SB1383 🤣

    That's a unique system of how the government manages trash contracts. I have never seen cart rollouts in Oregon. Very lucky for you guys to document this

      Thanks! They aren't all that rare, but definitely aren't common either. I'd say a major one happens once a year, but it just depends on when contracts are up.

    this video makes me want to scream
    I feel like wm cannot win anymore contracts unless they buy out other companies. Regardless, I love watching cart rollouts, and am lucky (maybe not) to have witnessed one my self. Great work!
    Wish i could take a few of those carts, I need some for CRV

    Nice Work! A little disappointed to see all of the variety go, Little surprised They went with toter, considering that they don't have the IML capability, given all of those labels that had to be put on by hand... Hopefully someone can get around to saving a few of those old WM containers out there!

      As far as I know Toter does have IML capacity but hardly anyone uses it. I know Recology did when they rolled out San Mateo County a decade or so ago. Thanks!

      Interesting, makes me wonder why EJ went with sticking them on by hand, when getting them as IML would save time, and maybe money in getting them printed and shipped to the roll out company.
