Hmmm,Stuttgart has about 600000 resident for many years now (statistics www.stuttgart.de/service/statistik-und-wahlen/stuttgart-in-zahlen.php) but Munich has ~1,5M and growing (statistics stadt.muenchen.de/infos/statistik-bevoelkerung.html) I know abuut the dying of the City center everywhere.
