It's made by central government. Small states with central government support are much better than overpopulated big states.
Because roads in north east see only a miniscule amount of traffic compared to central parts, there is nothing called mainland india.

This milage is lot better than my RR-310 which gives me max 18-22 in city (Bangalore traffic) and 26- max 30 in hyway @90-120 speeds
