Owner puts land up for sale usually through a real estate agent. Someone comes to buy and offers the best price. Agent or owner if for sale by owner will be sued for racial discrimination if they say, no Chinese buyers welcome. That is why a law with nuanced language is needed.
A bit like the scare some time ago with the Japanese buying land, much of it western ranch land. They can't take it with them. And the Chinese, who have money are desperate to park it somewhere out of their country. (the colapse of the Chinese economy, for many, is a question of how soon not when.)
