I'd like to nominate the Jurick as being an aquatic mobile suit that would benefit from the Ram components.

I don't think the Z'gok is anywhere as expensive as you assume, since sources such as Gundam Century claim that the top of the line Gelgoog wasn't difficult to mass produce compared to the Zaku II, since it didn't use any new technologies aside from its larger reactor, which is an amusing claim considering all the differences between the Gelgoog and the Zaku (Dom like skirt & calf thrusters, forearm jet thrusters, capacity to power up beam weapons with its manipulators and an advanced cooling system whose vents that cover most of the upper torso of the MS).
Consider that Zeon considered acceptable to mass produce the Zock (but was a case of too late to actually do so) with 9 beam weapons, including 8 using newer e-cap technology (indicated so in the HG 1/144 model kit manual), a hovering system and its large size that also meant more armor material.
For further context, we know that about 300 Goggs were produced, which while using a more primitive cooling system, also used a better kind of beam weapon: a Kia M-23 deflection type mega particle cannon, whose model indicates that preceded the Zion's Kia M-33 weapon. Deflection type beam weapons are rarer, and in theory require more energy since they use an I-field on the barrel to bend the beams, allowing for the scatter effect that some of these weapons are best known for.
By comparison, the simpler beam weapons of the Acguy and Z'gok are quite likely less energy intensive. Furthermore, we are told that later in the conflict, Zeon actually outright replaced the vanilla MSM-07 by the improved MSM-07S, shifting all producing to the later type, which according to the MS Encyclopedia has "better reactor output, maneuverability, and armor materials" (wonder if the later might be referring to titanium/ceramic composite?).
As a side note, by some accounts the MS-06K actually used a beam cannon, which seems like a variant of the MS-14C's own weapon which had the distinction of being the first exam weapon available to the first batch of 24 YMS-14, since Zeon's e-cap research was still very behind the EF's by that point. Description of some of the less common Gelgoog weapons, like the MS-14Jg beam machine gun or the larger rifle of Gato's MS-14A, suggest that those weapons aren't e-cap models, but essentially a smaller version of the Rick Dom's bazooka (they have in-built generators), though still larger than the late e-cap beam rifle of the Gelgoog.
Back to the Zaku Cannon, the beam cannon would supposedly be the reason the EF is still using it in 0087, like the units on board the Hario (along EF Hizacks) and at least a lone unit part of the Kilimanjaro defense garrison. Another nod in this direction is the MS-05L, whose backpack is said to be based on MS-14C technology and has a sub generator that allows it to fire its sniper beam rifle.
With all that being said, I think the Z'gok was actually a very cost efficient MS, specially compared to machines like the Gogg, Juagg, Jurick and Zock, all which have far many more beam weapons and some of which did end up mass produced or at least approved for mass production. That's why Zeon not only later shifter all production to the better (and at least a bit more expensive) S-type, while also pushing development of the even better MSM-07E that introduced rapid fire e-cap based beam weapons to the Z'gok lineage.
Anyway, I also wanted to mention that Gundam Facts made a video on the amphibious Zaku and he mentioned the rather obscure predecessor to the Z'gok, MIP's YMSM-04 Zeryon, which I thought you would find interesting.
Also, I can't help but imagine that a machine like the AMX-101E Schuzrum Gallus could have used the MSM-07N's claw shields instead of the knuckle shields it used in the Unicorn OVAs. By the same coin, I imagine other MS that use the older versions of those knuckle shields might also want to use the Ram Z'gok's claw shields as well, namely Zaku I variants and the MS-14F, which brings me to the point that most MS might just want to use single shield rather than a pair.
But other than that, most Zeon MS simply don't use shields, which is a trait that made machines like the AMX-107 Bawoo stand out among its contemporaries, with the reason behind its shield being that it was partially based on acquired data on the Zeta Gundam. Other MS instead use their shields as racks for weapons & equipment (Zaku II & III, Gaza series and Geara series) and others outright use them primarily as extra weapons rather than shields (Gyan, Jagd Doga, Rozen Zulu and Messer).

Didnt know that, might not be as pricey as i thought especially compared to the other MS.
i remember seeing the zeryon in some mangas and just thought it was a zaku marine with a goofy head never knew that was a thing.
Yeah anything with the knuckle shield would be better of with the zgok rams makes me still wonder who the heat ram could help.

@@slothcakes The heat ram could help any amphibious MS in cruising mode, which is how the Ram Z’gok is meant to use it, rather than trying to throw headbutts while walking on the ground… as amusing as that sounds.
It’s possible some space units could also use in a similar fashion, but I have the impression that a MS doing so at high speed on space might end up crushed against its target instead.

Looking at this video I wish there was a Gundam series that have all battles being fought underwater, with both side using tech such as subs, sonar charges, torpedo launcher equipped mobile suits and the main resource they fight over are a few islands and pipeline of natural resources lying under the sea

I think it's possible that the Z'gok and Z'gok-ram performed so well in their niche of combat that there was simply no need for furher development. This would also fit with later experiments, such as the Z'gok-E, where Zeon tried to extend this very effective mobile suit's use to land combat, where their other suits started to struggle.

It's weird hearing about later Gundam Seed stuff, I'd have expected every post-freedom mech to follow in it's footsteps- use the reactor to power many weapons, and use an advanced targeting system to allow for the use of all weapons at once.

That would be an interesting idea to make, a Mobile Suit Head Melee Weapon special. Its hard to believe its a more common thing in Gundam than one would think.
Although an alternative way to reuse the Ram Z'Gok's heat ram, is to move it from the head to the shoulder. As an example, replace the Zaku II Shoulder Spikes with a thick Heat Ram and just rip through any Mobile Suit with a shoulder charge.

One of my favorite variations of the Z’Gok but nothing now could beat the Seed Z’Gok for me it’s too precious bro
Speaking about the Seed Z’Gok are you ever gonna talk about it in a video or in a short or you think it’s not worth it enough ?

The Ram Z’gok could be used as a hit and run MS literally you hit your opponents and then you run away quick but that don’t mean that it’s not just standard fighting things to the fact that it’s iron nails are put on a small shield. It just does not have shield but now they’re attached to it entire different part in return leading for much more better combat capabilities it could now use beam weaponry or standard missiles the original Z’gok had problems where as soon as it sunk its iron nails to the ship it will sync with the ship so that she bits with the iron nails could attach for easier movement and in return it could still use Web for the fact that range weapons are separate and in return this upgraded MS is even more better than the original, but limited units were ever built sadly
