- The Commission on Race and Ethnic Disparities has caused uproar, and perhaps that's exactly what the government wanted. Anti-racism campaigners, and Labour, are furious. (Subscribe: bit.ly/C4_News...)
The report has several recommendations on closing racial disparities, but found no evidence of institutional racism and concluded the UK should act as a model for other "white-majority" countries. Racism remains a problem, it says, but things like geography and socio-economic background had "more significant impact" on life chances than racism. Is it bold, or gaslighting?
Unusually, the government would only let us speak to the report's main author before the 258-page document had been published.

@@gee_emm My point is that “ experience” is about a process of selection that goes on consciously and unconconciously in our heads to outside events and interactions. How we interpret them might not be accurate / true. .....they have to be examined. Liberation might lie in realizing your experience was due to false interpretation. Intersectionality is not the only way of viewing black / white “ lived experience”.... but it makes out it is!
I find it fascinating how some British people have been hoodwinked by America. What i mean is that some British people have accepted the myth of American exceptionalism. That everything American whether good or bad is normative for the world. I'm not even British or Caucasian and I can see right through it.

I'm Mixed race and been racial abuse by every colour of the rainbow. Where are those standing up for us? This whole debate from my own experience, being 52 now and born in England, is one where, before all this political BLM, CRT, white privilege, I was happy to see that this country has really intergrated well. No worries. Until this debate has divided human beings in such a way it has reignited some of the feelings of my early years. My experience of racism falls down to ignorance and lack of responsibility of all parents. Real racism is a joke followed by a punch.

The quote "no evidence of systemic or institutional racism" comes from the section in the report about education and refers specifically about education. In education the evidence shows that children from ethnic minorities as a group out-perform white pupils at all levels. The words "no evidence of institutional racism" is not used anywhere else in the report. This sentence has been taken out of context by most media commentators
If police focus on one group of people, it's likely they will find "crime" to justify their efforts. These crimes are often petty such as possession and obscure minor offense such as "obstructing pedestrian traffic" but once they rack up high numbers they can point to them as justification to continue the practice of selective enforcement and investigation. It's circular reasoning at its finest. Let them investigate wall street and mostly-white college campuses for drugs the same way they do in places like Baltimore, and I guarantee you will turn up the same levels of "crime."

So... yeah racism is defo there in the institutions. Whether it can be classed as "institutional" is too vague a concept to pin down. But clearly there are still individuals in the legal system and elsewhere whose minds just aren't right and that bias will surely lead to unfair outcomes for our minorities.
It's obviously not as bad as in the states... but it would be very naive to just think "nothing to see here".

I expect there is a longer version of this interview but on the face of it, it was, extremely disappointing not too see Tony Sewell pressed on his appointment to chair this report given he has been writing for well over a decade that there is no institutional racism in the Uk. As has the person Johnson chose to set up the report. If this wasn’t done in the full interview Ch4 should be asked as to why not.

To be honest, I think that it's quite a funny, British thing to think that a committee can really give the definitive answer on whether or not there's institutional racism in the country. It's obviously largely a question of opinion and interpretation. Some things can't be answered by a committee (or by any other body).

If there is a lack of evidence to support a claim, then it no longer exists. It isn’t for the committee to prove structural racism doesn’t exist, but for them to prove it does.
The only issue is, is because of the nature of what you are trying to prove is all down to a matter of opinion on what is ‘relevant evidence’ and not. How do you actually get a definitely 1000% answer?

Sadly it won't go down well for some, as people find it psychologically more comfortable to blame any failures in their life on external forces (such as 'systemic racism'), rather than take any personal accountability. I think the report has been misrepresented. It’s not saying that racism doesn’t or didn’t exist it says that minorities (who are poorer because of racism in the past and the fact they mostly migrated to cities) now face broadly the same problems as all poor white people. The problem isn’t just racism but the inequality in the country in general. Just more black people fit into that lower income bracket.

The study was really saying that factors like where you live and inheritance are much more important factors than race in the head start you get in life.
it doesn't say this.. It basically says class and not race are the biggest factors in what is perceived as discrimination. So yes we fix income inequality and break down class division to make a fairer society (this would disproportionately help ethnic minorities). The problem is the tories in government so guess this is never being addressed anyway.

They aren't interested in what's fair, they are interested in what is best for them and they use racial arguments to try and achieve it. History is important as it helps to understand the present.
Our institutions have been shaped over many years to meet the needs of a particular class.
Our government creates policy on behalf of that class, which is then applied directly through our institutions.
There is a continuous class struggle for power between classes, which affects all areas of our lives. E.g. Education focus more on the needs of business than children.
This class struggle means there is no incentive to uplift people of a different class. Working class minorities face similar struggles to their white counterparts, but also their own individual struggles e.g. issues within the Criminal Justice System and work.
In short, all working class people are held back, working class black and brown people are held back in ways particular to them.

I think there is racism but the underlying issue is inequality caused by poverty and equal chances. This can happen to anyone. Ironic that the Tories talk about equality. With investigations usually nothing happens because who is going to admit to being racist, a bully, sexist? It's not a case of comparing the indigenous population with all immigrant groups, it's more a question of the indigenous population plus all other immigrant groups combined, compared to the Afro-Caribbians community alone. All the fault lines appear to involve Afro-Caribbians for whatever reason. If Britain was institutionaly racist surely racism would be a catch all and encompass all immigrant groups. Asians and Chinese are doing well 16% higher salaries than white British and over represented in the professions. Afro-Caribbian kids are two times more likely to be excluded from school compared to West African kids and obviously both black groups. If the Afro-Caribbian community don't start to at least explore the possibility that the problem might reside somewhere nearer home this race problem is never going to be resolved.

i myself have suffered racism,, when i had my moped stolen, the police actually threatened me! or when i was wrongly arrested, they wouldnt let me have a lawyer, and when they actually caught the criminal and let nme go, i didnt get an apology, they smashed up all my technology, and told me if i so much as get seen looking the wrong way at the police they would arrest me. and when they let me go after arresting me without bail and made me wait two years, they dumped me a 2 hour walk from my house, with no trousers, no socks no shoes, no phone no money, and this was the middle of december, at night. all i had on was my boxer shorts and t shirt, the white people they let out all had grey tracksuits on. and shoes.

It's not just racism, where I have a concern over the UK police. Complaints are not investigated, evidence not collected, such as not collecting CCTV in time, which is allows it to be recorded over. All complaints have a substantial elements of cover up rendering the complaint ineffective.

This exists in any country and usually has a racial profile ( Nigeria or India for example )but might not necessarily be supremacist in intent. Britain , particularly over the last 50 years has gone to great pains to foster democratic advantage for all. Citing historical/ colonial issues of racism is another question and debatable on a contextual case by case basis....but does not have a baring on what this report says and recommends.Thanks Ava’s for your thoughts though.

The assumptions of Critical Race Theory ,of which “ systemic racism” is a central doctrine ,have become pervasive and is descriptively inaccurate and ultimately gives a distorted picture of what has happened and is happening in the U.K. Simplistic Black/ White or BAME/ White binaries again mask complexities of which, geography, economics, culture are real parts of the issue that need to be confronted, considered and form the basis for action. I personally think that there is not enough recognition of the notion of “ the homeless mind” .....how much of it is a human condition/ minority condition.Bad psychology and political ideas promotes simplistic and Utopian solutions to existential positions that only individuals can sincerely resolve.

But the whole history of the UK is full of evidence that the 0.0001% of the population during the last 1000 years or so which were not born here or who were born here with non-white European ethnicity, were treated exceptionally well.

Black people are safer here than they are in most black majority countries, so there's that, but they also do better economically here than in almost any other western country, if you correct for educational attainment, hours worked and career choice, the gap vanishes completely. Not that racism isn't out there, it is, but the manic victim narrative is completely unjustified.
And women should be safe, indeed they are safer than men from violence in general, but the unconscious bias training that's in vogue is complete hokum and based on garbage science that doesn't deserve the name science at all, gender studies as an academic field is a complete joke, just based on the lack of inter-paper citation that goes on, and lack of objective measurements and statistical analysis in general.
We want the same things I think, but there are a lot of people determined to think everyone is racist, sexist etc despite any evidence to the contrary, I am glad this report proved that there are independent commissions that are able to read stats correctly rather than through the lense of PC culture.

Tbh the question is kind of stupid as Britain can't be institutionally racist as it isn't an institution. Are particular institutions racist or certain subsections of institutions racist. Very likely. Can you really tell me that ethnic minorities and white people receive the same quality of treatment in northern establishments?
A hospital filled with staff harbouring negative views towards ethnic minorities will provide a lower quality of service to those ethnic minorities. This is a logical conclusion unless it isn't the one you are looking for.

Who was in on it and knew these woman personally? Even though I had the emails they fought me for over a year.

They immediately tried to distance themselves from it. Oh the NHS works with hundreds of charities. Some more established like barnardos and others which pop up to raise funds for specific events like marathons. These usually donate their funds to causes identified by the public or hospitals themselves. There should be a list somewhere I'll try and find it for you.

Downing Street rewrote ‘independent’ report on race, experts claim
Commissioners allege No 10 distorted their work on inequality, after conclusions played down institutional racism
Officials at Downing Street have been accused of rewriting much of its controversial report into racial and ethnic disparities, despite appointing an independent commission to conduct an honest investigation into inequality in the UK.
The Observer has been told that significant sections of the report published on 31 March, which were criticised and debunked by health professionals, academics, business chiefs and crime experts, were not written by the 12 commissioners who were appointed last July.
The 258-page document was not made available to be read in full or signed off by the group, which included scientist and BBC broadcaster Maggie Aderin-Pocock and Samir Shah, former chair of the Runnymede Trust, nor were they made aware of its 24 final recommendations. Instead, the finished report, it is alleged, was produced by No 10.
Kunle Olulode, an anti-racism activist and director of the charity Voice4Change, is the first commissioner to condemn the government publicly for its lack of transparency. In a statement to the Observer, Olulode’s charity was scathing of the way evidence was cherrypicked, distorted and denied in the final document.
“The report does not give enough to show its understanding of institutional or structural discrimination … evidence in sections, that assertive conclusions are based on, is selective,” it said. “The report gives no clear direction on what expectations of the role of public institutions and political leadership should be in tackling race and ethnic disparities. What is the role of the state in this?”
One commissioner, who spoke out on condition of anonymity, accused the government of “bending” the work of its commission to fit “a more palatable” political narrative and denying the working group the autonomy it was promised.
“We did not read Tony’s [Sewell] foreword,” they claimed. “We did not deny institutional racism or play that down as the final document did. The idea that this report was all our own work is full of holes. You can see that in the inconsistency of the ideas and data it presents and the conclusions it makes. That end product is the work of very different views.”
The commissioner revealed that they had been privy only to the section of the report they were assigned, and that it had soon become apparent the exercise was not being taken sufficiently seriously by No 10.
“Something of this magnitude takes proper time - we were only given five months to do this work, on a voluntary basis,” they said. In contrast to the landmark 1999 Macpherson report, an inquiry into the death of Stephen Lawrence, or the 2017 Lammy Review, both of which took 18 months to conclude, the report by the Commission on Race and Ethnic Disparities (Cred) was not peer reviewed and was published just seven months after the group first met on a videocall.
The group, led by Sewell, was set up by Samuel Kasumu, No 10’s most senior black special adviser, who resigned from his post on the day the report was published, aghast at its final findings. Accusations that Munira Mirza, director of No 10’s policy unit, was heavily involved in steering the direction of the supposedly independent report were not directly addressed by a No 10 spokesperson, who said: “I would reiterate the report is independent and that the government is committed to tackling inequality.”
A source involved in the commission told the Observer that “basic fundamentals in putting a document like this together were ignored. When you’re producing something so historic, you have to avoid unnecessary controversy, you don’t court it like this report did. And the comms was just shocking.”
