Ember Gun has pretty much no reload, and it's an S-Tier weapon while Frag is pretty much just C-Tier. Good in early-game but trash later on. Embers are useful always because Frag leaves you vulnerable if you get Crashed, while Ember Gun pretty much makes System Crash worthless!
