The test tube is kept to collect the gas. And the holes in the mug/beaker is closed by a stopper and carbon electrodes are inserted in the stoppers which are connected by cathodes and anodes to the battery
By decomposition reaction, when electricity is passed through water, water disassociated in hydrogen and oxygen gases. H2o= H2+ + O2 2- (on passing electricity)..........
