They buy a building, get a massive tax break for making it HUD subsidized, and get tens of thousands of dollars in rent directly from HUD every year, with the residents paying usually 30% of their own income. So everyone is paying for it, except the owners. Due to this, they are against public housing, because they cannot make a profit from it. They have infiltrated the government such that they control the puppet politicians to destroy public housing and not replace it, or at the very least only replace a fraction of it for appearances, so they can run off with most of the money.
