For Mania Mode, get to a checkpoint with 25 or more rings and jump to the star spinning around the checkpoint. For Encore Mode, it's similar to how tou enter a Special Stage form Sonic The Hedgehog 2, reach a checkpoint with 50 or more rings and jump to the star spinning above the checkpoint. If you have the original version of Sonic Mania, you'll enter the Blue Spheres Bonus Stage from Sonic The Hedgehog 3 & Knuckles Special Stage. If you have Sonic Mania Plus, you'll access the Pinball Bonus for Mania AND Encore Mode. I hope this helps
