Violence will renew and Gaza's reconstruction will not start. Meanwhile 2.3 million people have to live in tents and have their lives on hold. If you let 1 million move to Egypt/Jordan/Malasya, they can live life away from the conflict while 1.3 million remaining would stay on the land and have an easier time making a living there with lower density. The ones remaining would need to wait less time to get their home rebuilt.
