hello i have a prodesk 600 g2 SFF with a i5-6500(65Watt) and i want to upgrade the gpu to rx 6400 or rx 550 which both take 50-55watt maximum.sadly my pc has only a 200Watt power supply will it be enough or its risky?

I would go for gtx 1660 super. It's the better card even with only 6gb ram.
But gtx 1070 is similar to 1660 in performance and has 8gb of ram.

No, I think you could make it work! A 6 core 12 thread 10th gen i5 is a good fit. The 2080 Ti is PCIe 3.0, which is what 10th gen intel supports

Possibly, yes. Depending on what hardware you want to pair it with and what the use case will be.
