The Borg had no respect for the sanctity of other lifeforms, these "thinking machines" did. The Borg were also cybernetic, a mix of organic life and technology, whereas the thinking machines were completely artificial. To me the thinking machines much more closely resemble Data from Star Trek than the Borg.
