The way I looked at it is that Skar Kind has a small crystal on his whip, believed to be from Shimo. How can a small part of her control her mind? Skar King would have to be the most intelligent of all to know how to control Shimo from that piece. To me it makes more sense that Shimo can use extension of herself (crystal pieces) to control or influence other titans. Both of there eyes glow very similar. To me it does suggest some kind of control/ influence, or some kind of bond/partnership. I know some would argue why Shimo would do this instead of doing it herself. Look at it like the prequel trilogy of Star Wars. Palpatine is Darth Sidious, but he was hiding and slowly changing things from within. Always using others for his own gain. Shimu is being controlled by the crystal on the end of Skar’s whiplash. I believe that he broke off that crystal from Shimu’s head or back. Because notice in the leaked pictures, the mini Kong uses the axe to destroy the crystal. But, we won’t truly know until March 29th. Lol 😅

Actually, this might be in homage to the original Toho Godzilla movies. Especially with Mothra involved. For a few of the Toho movies they introduced characters who had ESP.
