Due to an unequal distribution of fuel in the wing
tanks, the centers of gravity for the airplane fuselage A and
wings B and C are located as shown. If these components

Since the arrows are pointing down for Wa, Wb, and Wc that'll allow those forces to rotate counter-clockwise about the y-axis (which is positive). And since F is pointing up the force will rotate clockwise about the y-axis, therefore making it negative. You have to kinda visualize how the force rotates about an axis given the way the arrow is pointed. Hope this helps.

to
2D=2E= 45.26 kip

Take my very poor explaination with a huge grain of salt, but this is what I think happened.
D + E = 45.26 kip
D = E
(D + E) = 2D = 2E
D = E = 45.26 / 2 = 22.63
Don't know if this made sense, and I hope it's not wrong.
Since we know that D=E, we can say that 2D or 2E is the same as D+E. So we replace D+E with either 2D or 2E. We already know F and now we can solve the equation since there’s only one unknown. So you can write D+E=45.26 as 2D = 45.26 or 2E = 45.26 and solve for either variable that way. Since we know that D=E, we’ll get answers for both just by solving for one of them
