    Very surprised to hear no mention that the "confusion" in Section 15.3.3 is caused by a typographical error on the Commission's part. Had they closed the parenthetical, brokers would have a clearer path to resolving these disputes.

    My opinion on 16.2 is that the buyer will be the one benefiting from any special assessment for "repair or improvement" in the future. So buyer should pay the assessment. It is to improve or repair something in their new neighborhood, and will benefit them. The paragraph goes on to say that if the improvements have already been installed, then the seller will be obligated to pay. So to me that means the improvement is done and the current seller has benefited (although maybe for a short period of time) so then the seller would pay that assessment. Paragraph 16.2 does tend to confuse everyone. :-) But I always mark the buyer box.
