Fun fact: The Toyota Celica was once driven by french rally legend Didier Auriol in 1995, but was found out cheating (in a ingenious way) by using a bypass on the turbo that give the car a 50 horsepower boost. The Lancia Delta driven by 3-time WRC champ Juha Kankunnen able to snatch their sixth in-a-row and last constructor champion in 1992. Up to this point, that record remain unbeatable, with Citroen from their 8th constructors win, able to do it 5 times in-a-row.
So apparently it is possible for the arcade timer to exceed 99 seconds, but not display the number change until there are less than 99 seconds? Also, 3:18 is definitely the impact of the desync on the second screen, who actually won? Pretty sure Nick actually won that one, right?

This is the code from gamefaqs. Unlock Lakeside Course ARC When you choose your courses hold: Brake and highlight the Mountain course. Afterwards shift the gear box in the following order: First Gear, Second Gear, Third Gear, Neutral, Third Gear. Wait until the timer goes all the way down while the Mountain course is still selected.
The Model 2 emulator is able to do multiplayer. This is LAN, and I don't think it's too likely you could get it running over the internet, unless you were using something like Parsec.
On Championship mode: Win all races in 1st place. On Practice/Link Play mode: Highlight the Expert track, then input 1,2,3,n,3 from the shifter. Wait until the timer runs out (don't hit the Accel button).

The total time for player 1 is shown as 2'51"32 compared with 2'51''35 for player 2, so that would mean I won that race.
