  • Since the war in Ukraine began, Germany’s controversial links to Russia have been in the spotlight. Has Germany learned from the big mistakes of the past? And can there be normalization between Europe and Russia while Vladimir Putin remains in power?
    In this week’s Conflict Zone, host Tim Sebastian talks to Ralf Stegner, a member of the German Parliament for the Social Democrats.
    "We cannot talk about lifting any sanctions or coming back to economic normality before this war stops and Putin puts his troops back, there's no doubt about this," Stegner said.

    He excuses Germany’s dealings with Russia because “we deal with lots of bad regimes like Iran, Saudi, China.
    HOWEVER…. you didn’t make yourself totally dependent on those others for your energy.
    Nor are those others bordering NATO.

      It wouldn’t change a thing. For example, Hillary Clinton critiqued us strategy in Afghanistan which created Taliban and Alqaeda and she suggested the exact strategy to Ukraine.
      It’s more important to learn from mistake and not repeating it

      @@kevinjohn5412 Ancient and medieval history is full of those events - many of them end with a dead king. But I think Achilles and others point to the never ending issue of old men sending young men to die in their place in a quest for power. The world is full of such people, and might always be.

      It's a catch-22. People elect a politican for they're statements. Admit you were wrong and they vote you out. Don't admit you are wrong and people vote you out. If only politicians didn't care about being re elected like limits on term served or something.

    Germany's idea of economic cooperation would work if Russia was a democracy. Instead trade profits went mainly to oligarchs and was spent on military with a dribble spent elsewhere (just enough for people to tolerate the regime), further strengthening the autocracy/ dictatorship.

      Russia didn’t attack Germany and even supported its reunification. So economic cooperation worked just fine for us. It didn’t however convince Russia to treat former Soviet republics as equals. For that Russians need to experience defeat against a great coalition of small and mid-sized countries. Only NATO can tame superpowers.

      What i hear from German friends is that in general they feel betrayed in their good will by the Russian goverment.
      Historicly Germany and Russia have written very dark pages of history togheter.
      The will of Germany to reconsolidate good relations (real-poltik) with the soviet Union and Russia is something that has to be admired.
      Germany was always very outspoken to severe overhyped anti Russia sentiments from US origin.
      Russia losing Germany as a thruthfull, reliable trading/political partner will haunt Russia for decades!

    This is what journalism is for ... well done DW News. Stegner was wrong in his former positions, but described his thought processes clearly and sincerely. I recognise his concerns, without agreeing with them. It was at times uncomfortable to watch - this is good.

      He didn’t “describe his thought processes” though. Because he never said the truth, which was “Yeah, we knew about Putin’s clearly expansionist ambitions. We were all greedy for corporate profit from cheap gas, even after Ukrainian land was already being stolen for eight years, and innocents were killed in Ukraine. We didn’t care, and we ignored that, for the sweet sweet money.”

      wars have always been solved by diplomacy. All the treaties and international conventions where signed because people from both sides of a conflict sat down and talked. Military resolution to conflicts leaves aftermaths like the ones you see in Libya, Iraq and Afghanistan. The Taliban are back in power after years of warfare and $7 billion of ammunitions was left at their disposal, only because of the way the war was ended.

      and what do you think compels any country to sign a treaty? Their leaders calculate the costs of continuing the war outweigh the costs of ending it. It’s clear from the magnitude of Russian war crimes and failed peace talks neither side is there yet. The only way your diplomacy works now is if one or both sides make concessions. If Ukrainians are willing to fight unjust aggression, who are we to say what they should do?

    `We cannot solve it with more weapons we have to solve it with diplomacy´.
    That is too late, once a conflict escalates to full out military conflict, diplomacy will only happen once both sides have reached a stalemate, or either side has such a decisive advantage over the other that they are willing to come to the negotiating table to make use of that advantageous position.
    Everything we should do right now should be focused on putting Ukraine in the best position posible at that negotiation table and that means supporting them militarily, if we don't large parts of Ukraine will be annexed and Putin will eventually attempt to take Kiev again. Calling for diplomacy at this stage of the conflict just shows this man is naieve and stil stuck in the old German mindset of Ostpolitik (thinking reasoning with Russia will help).

      Putting Ukraine in the best position against a Nuclear armed opponent? Why is everyone so sure nothing will go wrong? On top of that mocking Russians by accepting Finland & Sweden into NATO. Europe needs to learn something from past wars. It's never a good idea to corner and humiliate someone, especially if they have nukes.

      It was only the president they didn't want in kyiv because of his involvement in Nordstream 2, from what I understand. And thats quite understandable, you want to meet with foreign leaders to give your people hope, if you are seen with an architect of the current disaster, that wouldn't look good.

    We all know Einstein was brilliant. But. I've heard that he had trouble doing some simple things such as making toast. This gentleman probably has areas of political brilliance. But, his ability to understand how someone like Putin works is his "toast." If the majority of world leaders thought like him, we'd all be speaking Russian in a matter of time.

    I don't get it, he said:
    1.) Germany can't accept Ukraine to loss the war.
    2.) He does not think Ukraine could win vs Russia.
    3.) But he does not support providing Ukraine with more weapons.
    This makes no sense. if he think Putin has the upper-hand, clearly it makes sense to provide Ukraine with more weapons to stop 1.) from happening.

      He's a human being, his logic isn't as simple as that of a computer. There are competing highly emotional narratives and concerns working in that man's brain, and there's only been a very recent cataclysmic paradigm shift in Germany's foreign politics. You won't find many people with a perfectly cohesive personal opinion under these circumstances.

      He does not support providing Ukraine with heavy weapons. More light weapons, the kind of weapons we all already provide right now, is fine for him. Sending heavy equipment is dangerous and could trigger a larger war, that nobody wants. And he's right, Ukraine can't win a war with Russia. At least not a total war. Maybe the current scale of war creates some big chances for Ukraine. The idea right now is to bring Russia back to the table for negotiations, by causing as much resistance as possible, making the price to fight or even win a war in Ukraine way too high for Russia to be able to pay for it. But if Russia has the will, money and support by their citizens, and would put everything into this war, Ukraine would lose, regardless of our weapon deliveries and other kinds of support.

      Quite the opposite - the heaviest stuff must be sent, and Ukraine must punch Russia as hard as possible.
      The US is sending a lot of material, so are other contries. But many European countries are filled with weak-willed cowards, people that are ideologically bankrupt, or just paid by Russia.

    My God, SPD still so blind and incoherent. Diplomacy didn't achieve anything so far, he agreed that Bucha is terrible and Russian aggression shouldn't be
    Going back to "business as usual" for money - is "not in line with our values. Really? Gerhard Schroeder still welcome in SPD, his proteges still ruling SPD. And this horrible policy of gas dependency was all about money.

    I will give Germany a break for not pushing for more arms deliveries when the war started. Given the circumstances and historical context they reacted rather quickly. If there's anyone to blame, it's Angela Merkel's politics and all the weak german men. Germany was being shamed for far too long. To the point it became weak militarily.

      @@saschaf.5729 There's a problem that most countries in English have endings like -ia, -y or -land, so exceptions like France or Ghana are established by familiarity, but just saying Ukraine is strange for most English speakers until recently.
      I think people became touchy about it as Ukraine meant borderlands and wasn't a defined area.
      You can see how just listing country names like The Gold Coast triggers some people

    Hey, Ralf Stegner, to be perfectly honest, it’s not possible to hang out with Putin and make friends with tyrants. Germany can’t have its cake and eat it too. We’re relieved some sense has got into Olaf, better late than never but the hesitations have done some damage already.

    I love this journalist. Just saying. He’s so smart, is well prepared, leans forward into questions about inconsistencies of guests’ logic (or lack thereof) to show how believable / unbelievable the claim is or at least explain it, and demonstrates the effect of the line of the guests’ thinking, policies, actions. And people like this in Germany, stop thinking about 1946 like Putin, this is your country’s opportunity to take action to make a positive difference in 2022, and your mark in the history books of the future.

    I just want to say I love this reporter he is so good at getting the truth out there and calling it like it is and speaking on Russian victory day celebration almost every picture they showed was of an American figure even one of an American soldier in Guam and we supplied everything that Russia needed to win the 2 world War billions of dollars and billions in equipment this war has showed one thing that Russia has hid behind its Nukes all these years to stay the second largest military on any list if ur people don't know what there fighting for there not going to preform like there supposed to and you couldn't pay me enough to be a Russian tank or BMP driver. And to whoever is doing these attacks in Russia on key places and burning these factories and other places you are definitely heroes.

      The reporter is a blowhard and has always been. On your other point, did the US also supply the over 20 million people who died for the Soviet victory? PS.. it was the Soviet Union, not Russia and that included the Ukrainians ... Everyone seems to forget that Stalin was Georgian, not Russian. Also, we forget that some Ukrainians served with German SS forces while the majority of course served with the Soviets. So Ukraine has always had its own contradictions.

    One of the toughest interviewers I have ever witnessed in action. I really admire his tenacity in all his interviews, asking the tuff questions. We need more of this. Germany, because of WW2, I feel was in a terrible spot and Russia was very good at the art of manipulation regarding WW2 losses and wanting respect and compensation. What ever the relationship initially was and had become, which was very lucrative and Germany has greatly benefitted, I hope lessons have been learned and will be applied to other nations. Everyone needs to stop saying... well everyone else is associating with X,Y,Z...and WE ALL just need to stop doing business with dictators and authoritarians, full stop! Paridym shift in thinking. Stop going cheapest and easiest route, become self sufficient as best we can and choose our trade wisely. It will hurt but it can be done, we ALL did it before, maybe we need to dial things way back and push the reset button 🤷‍♀️

      Some people still see Germany today as occupied by the US and UK who still have troops stationed there ( for protection ?) . Germany does not have a full independent international voice , as in my opinion it should , It needs to wean itself off the Americans and their short sighted policiies, and lead Europe to a more sensible and independent stance on the World Stage.

      it's not the end of dependencies. even though i can agree on the effort, i dont think this can be avoided. look at bolivia, silicium gets discovered and suddenly theres a coup (still can't be sure whats this all about). then theres a bunch of other resources like phosphat (lets have an eye on westsahara and marocco for that one), uran, rare earths, semiconductors. we can do better than now yes, but it will (sadly) not be the last time i fear. middle east policies will also shift i guess with new dependencies of the sunni faction. there will be new lines drawn and crossed. but still we have to try and do better.

    Stegner represents the left wing of SPD party. His love for Putin and Russia is known. He was very ignorant and aggressivly defending Putin in the weeks of military build up along the ukrainian boarder. He is neither an expert on russia nor is he representing the governments opinion on the matter. My advice to Stegner is: Go to Moscow and negotiate with Putin, show us how to do it and stop dwelling in nostalgic memories of Willi Brand and Egon Bahr.

    This war has exposed some hard truths about the German political and business establishment. Germany is simply not used to being under such intense scrutiny in the international arena. It is particularly uncomfortable because Germans are usually the ones passing judgment on the failures of Anglo-American foreign policy. Not the other way around.

      You can't police the entire world, I don't care who you are. And usually when you try, all you get is a swift kick in the teeth. It's going to be interesting if China becomes power #1.
      If and when that happens, all the people bitching about what the US does will be PRAYING to have us back. Imagine someone in the world with the standing of the US that fights wars in the manner that Russia does, but actually HAS some real bite. It's a pretty frightening thought. And just like all the Pootler supporters I used to see and try to educate on YT comment sections, they will be absolutely ignorant of the whole situation until it is too late. Mark my words.

    I've accepted the fact that there is no perfect way of living amongst people that doesn't share a similar point of view. And I can sometimes feel for what Germany is treading now. In governance, some statements you have to reassure. Some outcomes never go as had hoped. There're just choices you have to weigh with all the accumulated facts, and foresight. Although even with the analytics and statistics, human behaviors are never very calculable.

    Ralf Stegner seems to admit a lot of mistakes and talk generally quite openly. He may be a good guy with a good heart. But he seems tired and perhaps not clearly enough detached from an antiquated way of thinking, and Tim Sebastian - not at all tired - does a good job of demonstrating this.

    You know what? At least this guy is honest and states with his whole take on this, that to them it's all about business regardless of the state of the country. However, He is a very good example of people with power, politicians with power and a government with power and the ability to do some good in the world, basically not do much at all. Germany is the biggest economy in Europe for a reason, imagine if they actually moved to green energy and stopped colussion with all the oil companies, stopped with arms sales to anyone who asks for it and actually move the world in a better direction. The same could be said for many other western countries but the people responsible for moving the world forward are just too happy getting their bonuses to do something good for the world. If green energy were perfected, the world would be a much different and hopefully better place.

    The idea that mutual economic ties reduces the risk of war is a good one. It has worked in Europe for the last 80 years.
    The problem comes when those ties are not mutual. Putin started this war because he felt he had enough leverage over the western countries to prevent them from getting involved, he effectively tried to blackmail the west with oil and gas. To some extend, particularly with Germany, those threats have succeeded.
    Stegner seems to be unable to recognise how things went wrong. This raises the danger the that the mistakes that led to this situation will not be corrected.

    Tim Sebastian is possibly the most supercilious interviewer I have come across.
    I agree there is a strong need to press interviewees in journalism to stop politicians from feeling too comfortable (especially if they are being evasive) but Mr Sebastian appears to delight in being aggressive to his guests, even when they are going out of their way to be conciliatory and reasonable - as this guest was. It is sad to see these methods used when they are not required to press a point. One wonders how many of these loaded questions were prepared beforehand and then inappropriately delivered through sheer momentum!
    A shame, as Conflict Zone is an VERY interesting program.

    As a german I don't support many of the SPD spokespersons points! Back the greens, at least they have the spine to want to do something against Putin.

      @Jimmy They are responsible for the nuclear shut down but the energy dependancy is a product of the CDU and SPD who were in power almost 15 years long.
      Sorry but the greens had nothing to do with that and had Germany implemented renewables at the rate the greens demanded there wouldn't even have been any gas depency to begin with.
      Thank the conservatives and social democrats for that btw. That is why the SPD is so reluctant when it comes to russia. The CDU just has the comfortable position of opposition while they were the main culprits.

      I understand the exclamation point. He sure had me on the edge of my seat, and I was so charged up and motivated when he finished. A truly powerful speaker.
      Now go take a look at Zelensky's May 9 speech where he is walking down the road. By comparison that one is so incoherent, boring, illogical, and downright uninspiring. Probably the worst I've ever heard. Go listen to it, compare it to this, and get back to me.
      Ya gotta wonder. Sometimes I wonder if some of the people who write comments like this live in the same world I do.
