I completely agree with the first part but I don't think he wanted everything to himself , he knew the consequences of jutsu and human nature , he was realistic about it that it would be used as a weapon in future his father hogormo was too idealistic for saying we must train the souls , it's true for some but many humans no matter what would turn evil and that's why indra wanted to control and maintain order thus wanted power . He cared too much, like a possesive mother is often called as strict in her actions to protect and discipline her kids indra was the same , he wanted to control everything cause he understood the destruction which was awaiting the shinobi world cause of jutsus , so he started his quest for power . unlike Ashura who just was a kind hearted man and didn't thought about these things in depth and had no idea about the destruction that might happen in the future , perhaps that's the very reason Ashuras reincarnations also couldn't prevent the wars , like u mentioned hogoroma should have given indra the role to walk by Ashuras side , and they should have worked together the yin and yang energy have to work together in order to achieve stability. hogoroma totally humiliated indras existence . Like Itachi once said "sometimes two people who appear to be complete opposites are actually two sides of the same coin and can only succeed when they work together.". DONT u agree ?
