I've seen it used for goodbyes a lot, though it can also be used as a greeting when, for example, meeting a friend after work. It's a shortened version of 'otsukare sama deshita/desu'. As for 'ossu', it's actually a shortened version of 'ohayou gozaimasu', which is 'good morning'. It's a completely different greeting, not at all related to 'otsu'. I'm not sure if it can be used if it's not morning though.

It’s the opposite for me, I’m English and trying to learn Japanese, Korean, and Spanish
In Croatia We say ti for friends and family but for formal and elderly people we say vi and they both mean you
I think that to friends or relatives you say “Yahoo!” To greet them but when its teachers or elders you say “Konichiwa” to have respect on them.
So Yahoo is casual and Konnichiwa is formal
