    a) Public Hearing: New Off-Sale Intoxicating Liquor License Request: Discount Spirits Inc. dba Oak
    Liquor
    (Recommendation: Approve the issuance of a new Off-Sale Intoxicating Liquor License to Discount Spirits Inc. dba Oak Liquor at 1801 Geneva Avenue N for the current term which expires
    on March 31, 2025).

    CONSENSUS MOTIONS 17:26
    a) Request that the City Council waive reading and adopt Resolution 2024-75, approving the
    appointment of election judges for the General Election being held November 5, 2024.
    b) Request that the City Council approve a new Tobacco Sales License to Discount Spirits Inc. dba
    Oak Liquor at 1801 Geneva Avenue for the current term which expires on December 31, 2024.
    c) Request that the City Council waive reading and adopt Resolution 2024-73, approving an on-site
    gambling premises permit for Hill Murray Fathers Club at Gold Nugget Grill LLC dba Oakdale
    Burrow located at 7053 10th Street North.
    d) Request that the City Council waive reading and adopt Resolution 2024-77, setting public hearing
    for proposed certification of delinquent utilities and inactive accounts to Washington County for
    inclusion on 2025 property taxes.
    e) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec. 2-36 (c) and per City
    Personnel Policy PE-031, Section 5.0, that the City Council appoint Kara Hoier as full-time
    probationary Administrative Assistant - Building Inspections and Code Enforcement effective
    September 25, 2024, at a rate of pay consistent with the City base pay schedule.
    f) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec. 2-36 (c) and per City
    Personnel Policy PE-031, Section 5.0, that the City Council appoint Brady Spets and Grant Kalka
    as part-time probationary Community Service Officers effective September 25, 2024, at a rate of
    pay consistent with the City base pay schedule.
    g) Request that the City Council waive reading and adopt Resolution 2024-80, Supplementing and
    Restating a Resolution Authorizing the Sale of General Obligation Improvement, Abatement, Sales
    Tax and CIP Bonds, Series 2024A, Subject to Certain Parameters; Fixing Their Form and
    Specifications; Directing Their Execution and Delivery; and Providing for Their Payment.
    h) Request that the City Council authorize the Mayor and City Administrator to enter into an
    agreement for final design and construction administration services between the City of Oakdale
    and SRF Consulting Group, Inc. for an amount not to exceed $194,971.25.
    i) Request that the City Council waive reading and adopt Resolution 2024-79, accepting a grant
    from Washington County for the purchase of SCUBA Equipment, authorizing the City Administrator
    to sign applicable documents, and amending the 2024 General Fund Budget to increase revenues
    and expenditures in a total amount not to exceed $12,990.
    j) Request that the City Council amend City Policy MIS-021: Social Media.
    k) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec. 2-36 (c) and per City
    Personnel Policy PE-031, Section 5.0, that the City Council appoint Chris Audet as full-time
    probationary Building and Code Compliance Coordinator effective September 27, 2024, at a rate
    of pay consistent with the City base pay schedule.
    l) Request that the City Council waive reading and adopt Resolution 2024-76, accepting the
    improvements and authorizing final payment to Miller Excavating, Inc. for work on City Project
    R2023-01, 2023 Street Reconstruction in the amount of $41,459.03.
